The charge stems from an incident early in the second half when City’s players surrounded referee Michael Oliver after he awarded the Reds’ a penalty.
The Citizens protested Oliver’s decision to penalise Gael Clichy after he challenged Roberto Firmino inside the area, with James Milner slotting home the subsequent spot-kick to put the visitors in front.

“It is alleged that in or around the 50th minute of the fixture, the club failed to ensure its players conducted themselves in an orderly fashion,” read a statement from English football’s governing body.
